Angola and World Bank to Develop Water PPP Program

The Government of Angola, together with the World Bank are developing a water PPP program, which seeks to identify a pipeline of potential projects, as recently published by GWI.

As reported, the country has already promoted greater private sector participation through Management, Operations and Maintenance (MOM) utility contracts and a 15-year hybrid management and lease pilot contract for the province of Cabinda, but the government is keen to tap into private finance as well as expertise.

“Water sector PPPs have not sought to transfer financing risk to the concessionaire,” the tender notice observes. “Thus, the Angola Water PPP Program Development specifically seeks to establish a support program that could help PPP companies achieve bankability to at least in part, finance their capital expenditures.”

Interested consultants have until August 2nd to submit their Expression of Interest (EOI).
